SEA SPARKS Incubator Accelerator Program
SEA SPARKS is a limited-term small and micro business economic development initiative that lowers barriers, reduces costs, and simplifies requirements for startup, mid-stage, and emerging artisans, makers, brands, and concepts to operate at Seattle-Tacoma International Airport (SEA).
This program develops, supports, and prepares small businesses and micro brands for SEA’s complex and fast-moving concessions ecosystem. SEA SPARKS program tenants will receive guidance and support to adapt to the unique demands of operating in an international airport and learn to qualify and compete for longer-term Airport Dining and Retail (ADR) concessions opportunities.
The SEA SPARKS program features 23 limited-term opportunities across five categories at SEA, including:
- Kick Starter: Port-owned Grab & Go merchandise cart located in the International Arrivals Facility
- Convenience Vending: Automated vending machines owned, operated, and maintained by individual tenants
- Specialty Retail Incubator: Port-owned spaces for retail sales of fast-moving consumer products and consumer packaged goods
- Specialty Retail Accelerator: Tenant funded and constructed kiosks for retail sales of fast-moving consumer products and consumer packaged goods
- Food & Beverage Kitchens (QSR): Port-owned, fully equipped QSR kitchens for the production and service of meals, snacks, beverages, and desserts
SEA SPARKS in Action
Through the SEA Sparks program, the Port of Seattle launched the first incubator Food & Beverage Kitchens (QSR) in any North American airport. SEA Sparks has completed its procurement process, selected two local restaurant operators, and will be launching new restaurants during 2026.

SEA Sparks is recruiting new micro and experienced small businesses that produce and sell fast-moving consumer goods (FMCG) and consumer packaged goods (CPG), automated vending companies, and food & beverage operators (QSR) for limited term incubator and accelerator contracting opportunities.
- Fast-Moving Consumer Goods (FMCG): Pre-packaged, non-perishable, and hermetically sealed foods & beverages not requiring heat or refrigeration.
- Consumer Packaged Goods (CPG): apparel, gifts, souvenirs, electronics, travel essentials, jewelry, keychains, toys, general, and non-food merchandise.
